On January 24, 2025, Trump issued an unprecedented executive order halting all U.S. foreign assistance for 90 days—cutting off life-saving programs and putting their long-term survival at risk. The impact was immediate. Across the globe, organizations like ours were forced to halt critical development, humanitarian, and human rights efforts overnight. Those already living on the margins, like LGBTIQ people, are among the first to feel the consequences. Aid groups and human rights organizations, including Outright, are deeply concerned that the freeze puts countless lives and essential initiatives at risk around the world, causing destabilization of entire sectors.
Over 100 of Outright’s grantees, providing essential resources for economic inclusion, democracy-building, and movement resilience, are immediately impacted and at serious risk. Here’s what it looks like on the ground: Eastern Europe: Frozen funds halt a major LGBTIQ group's challenge to anti-LGBTIQ laws, weakening resistance to authoritarian crackdowns. Asia: Programs supporting LGBTIQ job access, business startups, and economic independence have been cut. South America: A project combating online harassment of Black and transgender women in politics has been canceled amid rising violence. Middle East: Advocacy efforts to fight discriminatory laws against LGBTIQ families have stalled. Africa: Health centers that provide life-saving support to trans people, including HIV medication, have closed.
