There are kigs with inflatable pony or pigtails, full rubber hair is certainly doable somehow, for where to get either (outside of diy at least), idk.
As for rubber clothes, I know just the places that could make orange shirt and skirt.

I loved this outfit a lot when I wore it with Hu Tao (but with a red jacket, and have yet to post what I've taken of it) that I wanted to adapt Sucrose to it.
