So while I generally say B2 for people who need a benchmark, I always encourage people to define it because it's about how confident are you in claiming that word.
Plus, a lot of people see fluent as an end goal, where you stop studying forever.
But there's "maintenance" of the language, too.
When you're using it to speak regularly in your life, that's fluent!
So many people are prioritizing levels like b2, c1, c2, without
(1) understanding what that means in their lived experience and
(2) identifying how they actually expect to use these languages.

Someone recently shared how they've been learning a language for a few years, can have decent conversations, but they hesitate to consider themselves "fluent".
And they wondered when the transition from "I'm learning" to "I'm fluent" happens.
