Hat ganz gut funktioniert, wenn ich mich recht erinnere (wenigstens nach außen), bis jemand meinte, entgegen allen Hinweisen hätte Iran doch Atomwaffen und man müsse deshalb das Abkommen kündigen und die Sanktionen hochschrauben. Danach gab es für Wohlverhalten keinen Anreiz.
