I wouldn't call that moderation.

There is no intention of fostering a healthy community on that, which is a key part of moderation.

Moderation by Bluesky does not exist. Users do the work with their lists, and share them with their peers. Bluesky just takes all the accolades from the "don't like don't read" crowd :/
