I’m glad to see they are concentrating on the really important stuff. They could be wasting their time talking about sorting out the unfair tax systems that have lead to excessive wealth, and support for disabled and vulnerable members of society. No profits there.

It does yes. The cold pressed will be a bit rough for dip pen work. Some people like that. For a smooth flowing nib the smoother is often the better. Bristol board is very smooth. Water colour or ink wash can tend to sit on the surface a bit. The artistico is and still works well with watercolour.

You could try Bristol Board Or a decent hot pressed paper like Fabriano Artistico. They do a 300gsm and a 640gsm, which is my choice. Although it is expensive. It also depends what you mean by smear. Dip pen work often has a long drying time. If you mean it bleeds out then see above.
