At the same time, I think a lot of departments could stand to cut down the number of PhDs they churn out. I don't think this will necessarily impact the quality of science.
Maybe NIC was doing a really bad job with email servers. I won't be surprised. But of course, kicking some nice govt. contracts to a "friend" of the party in power is probably another reason.

Counting whistles is just a shortcut because people didn't have a way to time it. The principle of cooking under pressure is holding the food at high temperature and pressure for a specified time. In a way, whistling is actually bad because it releases pressure.
