In today's politics chat with Heather Cox Richardson, she talks about Trump's executive orders and decrease and how they're not to be considered a done deal. Much of what he is decreeing has to do with changing laws. You cannot decree a law changed; that's what legislators do.

However, as I'm learning executive decrease or orders are not a given. According to HRC you can't just simply change a law by decree.
