Not all charters are private. In California charter schools get public taxpayer money. Some provide a higher quality education for less money per student in rural areas, however they also aren’t compulsory and use that to legally get away with denying FAPE to students.

In all seriousness, it seems as though the leader of a nation has dementia and is the victim of elder abuse at this point. He is surrounded by people intentionally deceiving and manipulating him in order to push forth their authoritarian agenda. How can nobody do anything about this?!
