I love Voyager. I recall it getting hate upon release in the '90s, but thankfully in more recent years I rarely see complaints about it. Takes a few years to really find its feet though, like most Trek.

No, a 'cold open' is its own thing. It means an opening scene detached from the introduction that follows. In this case it's the dusty scene on Nimbus III, before the credits that follow.
