This council has signalled it wants to do better public consultation. The developer in this case also has other projects nearby that still need to go through various zoning and development permit processes, so perhaps incentive to build public trust?

Kind of? I’ve seen projects shift based on feedback ahead of a dev. permit decisions: Marc&Mada went from twin residential towers to a less towery design, R.B. Bennett site also shifted design to address concerns. Did everyone 100% love the outcome on those? No. But still, some changes made.
