World War Two changed a lot of regimes but this isn’t why it was fought. Similarly Milosevic lost power over Kosovo but the bombing didn’t aim primarily to bring him down

It’s entirely possible that an operation to prevent humanitarian disaster may end up changing regime but the goal & order of those operations matters
