It says he cannot give, by definition, give an illegal order if it’s an official act. So, if Trump tells you to drone strike a US citizens house, it’s automagically legal because they said so.

Problem being SCOTUS has ruled Trump cannot give ‘illegal orders’. So no one under him can act on illegal orders because he cannot issue them.
