On more than one axis, yes. To avoid unwarranted escalation, launch on false alarm, to provide economy of force, fire discipline, and to minimize opportunity cost. Those are the reasons I came up with in 15 seconds of thought. No doubt there are many discrete others as well as combos of the above.

There was definitely lumping, and you've ignored the fact that at least one commander is retiring early and an unnamed JAG officer was relieved under what seems like prejudice for refusing to sign off on the strikes. It doesn't have to be a hill to die on, just adjust and move on.
