Please consider advocating for this bill. Many states have implemented something similar. Even massive California passed legislation phasing in an ambitious goal of 15% of funds for primary care. My beloved former state of Oregon was a trailblazer years ago, and has made such an impact.

NY State Assembly Bill 2023-A8592 Requires health care plans and payors to have a minimum of twelve and one-half percent of their total expenditures on physical and mental health annually be for primary care services.
