Try this one: "Right click the desktop on an empty place -> desktop submenu gives you the needed commands. You need to disable the auto-arrange feature."

What kind of linux you have? And do you know your type of desktop (KDE, GNOME, XFCE, LXDM or sometging else...)?

It depends on the type of desktop. The most of them disabling this on the desktop. But some of them allow to enable it (not sure, but I think KDE allows that).
So drag-and-drop works, it's just disabled in some situations for some use-cases.

Windows will get even worse over time, so people will have to adapt. I would recommend just spend some time to play around there periodically, to get used to. It's just a matter of habit and experience, over time you will get so experienced in it - you will hate switching to windows...
