They basically overstate the amount of staff per service user. They'll be claiming 1:1 but you'll walk in a communal room and there'll be 3 staff to 20 service users. Plus claiming for a much higher hourly rate for the carers than the carers get, passing it off as insurance.

15 years ago we dealt with complex learning disability care packages at over £5,000 a week. It was actually eye watering the way the providers justified it Vs what they actually provided as a service.
