Sure, and I don't have the figures for Austin handy, but in many regions the typical renter household is at 50-60% of AMI (roughly 'Very Low Income' in the chart), and 1/5-1/4 are under 30% AMI (i.e. 'Extremely Low Income).

That is wonderful but also consider:

Agreed - looking at aggregate changes in rents rarely tells us what we need to know about affordability. A large segment of the workforce makes <$15/hr and struggles to get north of 30hrs/wk. I just don't think it's reasonable to expect the private market to meet those housing needs.
