3. Choose a Network Model
• Radial: routes radiate from a central hub (good for city centers)
• Grid: perpendicular routes with many transfer points (efficient in dense areas)
• Pulse system: buses meet at timed intervals at hubs
• Feeder-trunk: neighborhood feeders connect to high-capacity trunk routes
• Demand-responsive (flex routes): for rural/low-density areas
4. Define Routes
• Route endpoints (hubs, major destinations)
• Intermediate stops (spacing: every 300–500m urban, 500–1000m suburban)
• Route length: balance between directness
Coming for your job, Jarrett!

Perhaps Mayor Wilson and the current City Council have no idea their lawyers are spending City money on litigation to help the Portland Police Department assist the feds in filming and IDing protesters.

Motion for Extension of Time - File Petition for Review | DocumentCloud
So (as far as I can tell) without informing the new City Council, the City Attorney asked the Oregon Supreme Court for an extension of time to file an appeal based on the old ordinance.

So ex-Mayor Wheeler and crew—who, apparently, wanted the police to keep filming first amendment activities directed the City Attorney to appeal that decision.

The suit was successful, and the Multnomah County Circuit Court ordered the City to stop filming protesters in most circumstances.

I have just submitted into E-Council a draft resolution co-sponsored with @councilormorillo.bsky.social that directs the Mayor to investigate violations of Zenith's franchise agreement, initiates council oversight of staff, and pauses open permits pending these investigations.

City Council Work Session
Zenith Energy Terminal Portland Terminal
Big Zenith news:
On January 21, City Council will hold a work session on Zenith Energy from 9:30-11:30 am followed by a community listening session from noon-2 PM.
This is a direct result of Portlanders being noisy + relentless & a new council that is ready to get city operations in the daylight.

City of Portland claims attorney-client privilege to shield Zenith Energy communications
A city attorney recommended attorney involvement to keep information from the public, according to new public records
New public records obtained by Street Roots show a city attorney encouraged city staff to include their office in a meeting to hide the city's political strategy on Zenith Energy from the public.

That completely explains the phenomenon. The ordinance says increment (by two, because a side is odd or even) every 10 feet. 2 numbers / 10 feet gives the 0.2 divisor your author noticed.
