headline: millions face council tax rise of more than 5%
Local councils are in desperate need of funding but this isn't the way to go.
Council tax has long been recognised as regressive as it doesn't reflect wealth accumulated over time. It's not right that a that a house in Hartlepool is taxed more than a luxury flat in Battersea.
