Incidentally, quite a few of the markets featured in that WHO report, including some with reportedly high adolescent / adult consumption ratios, have e-cigarette bans in place according to the Global Center for Good Governance in Tobacco Control

Not to mention the fact that arguably the relevant comparison would anyway with be with younger adult age groups given that it's common for e-cigarette prevalence to be lower in older age groups.

I don't have the time to dig into this in more detail right now, but you only have to look at the mis-matched years, and some of the countries cited with the biggest ratios, to wonder about data quality.
