Having worked at NSF 10 years ago, this is not surprising at all. I bet this really hasn't changed much over the years they've been trying to effectively do BI. Hence the need for orgs like @arisimpacts.bsky.social.

(1) I never said staff should be screaming (though some are, in their own way)
and
(2) The second part is the whole point. We'll be lucky if directorates get to spend $3.9B on basic research in their disciplines (under close watch). The rest will be spent on "Frontier Initiatives" in AI and quantum.
