You know, State Department procedure is to help people leave _before_ hostilities begin. Trump/Rubio must have deliberately countermanded procedures, intentionally leaving Americans stranded. IOW it wasn't merely their incompetence but rather an actual decision.

The US and China opposed condemning Russia for it's attacks on civilian infrastructure.
