A functioning bipartisan government is much better than a dictatorship at resisting the likely confrontation of humans v. algorithms, and at interacting internationally to control AI globally.

The country is approximately 28% GOP, 28% DEMs, and 41% Independents, yet a bill cannot even get a Floor vote without GOP Speaker approval. Existing rules prevent bipartisan solutions & subvert checks & balances.
