When does norms-based discrimination emerge? We stress the importance of economic integration. A minority is at risk of discrimination in democracy (a majority of voters may prefer a world with discrimination than without) when it is composed of many workers and few employers.

Our "Dodging Day Zero" paper is out in JEEA. We uncover how Cape Town avoided 2017's catastrophic drought. But in doing so, created longer term sustainability challenges and weakened the fiscal viability of public water. A lesson for the 1B living in drought vulnerable cities.

Now in print at JEEA: results from a negotiation training RCT for community leaders in rural Liberia. The goal was to address experience/knowledge asymmetries between community leaders and commercial interests in negotiating mining, logging, land lease, and other resource use contracts.
