For Asgore's darkworld form, I edited his UT design with pink and gold so that his cape looked like butterfly wings. I also added a vine that runs underneath the crown to emphasize the flower king idea. For the 7 monarchs (aka the 7 flowers), I thought it'd be neat and funny that they look like Flowey except they have tiny crowns and they're colored according to the "soul" each one of them represents. Miss Tea Riosa is an original character, she's based on the Mad Hatter (cause how can there be a chapter dedicated to Asgore without his favorite tea), her color palette is mostly green and purple as they're implied to be the opposite of pink and gold (like Jevil, the wings on Spamton Neo), so she can stand out in a world filled of mostly pink and golden NPCs and locations. As for the royal advisor... He's quite a friendly fellow who's a humble servant to the flower king, tho there might be something more than it meets the eye...
