I am developing recommendations for connecting faculty with proposal development training. Could any one recommend an online training program?

30.7 percent of the total H-1B fee revenue goes to math, science, engineering and technology post-secondary scholarships for low-income and disadvantaged students. This is the S-STEM program, and legislation indicates that the two important characteristics are low-income and disadvantaged.

Now I understand why the funding was related to H1B visas!
