You can see the refinement of the concept from TOS->TNG->DS9.
TOS made a lot of mistakes and compromises, but by S2 of TNG they had mostly figured out what to keep and what not.
Then DS9 got to learn from that (plus B5) which is partly why it has way fewer real stinkers even pre-Worf/Defiant.

That's a nice pull, but I don't think there was a lead in from Simpsons. Epguides lists the premier of 90210 as Oct 4, 1990. Simpsons S2 premier, the first one to go up against Cosby, was Oct 11, 1990. The 8:30 start time here is probably just avoiding the Cosby Show.
