It is genuinely insane. In Spain you need an ID to vote - it's 15€ and it takes a few minutes to obtain as there's a centralised registry of all births. Also, a driver's licence is an entirely acceptable alternative.
You can't demand an ID without offering a simple, cheap, easy way to obtain it.
