I think relational and reflective capacities, such as:
β€’ Self-awareness/critical reflection
β€’ Confidence to question and probe
β€’ Reflective openness around our own knowledge gaps
β€’ Challenging constructively

It’s also about cultivating an environment that allow them to develop/enhance these skills.

We put the ownership of upskilling on individual governors. Each year, we choose an area to focus on (our Personal Dev Plan). This is collated into a Board Dev. Plan. Vice chair is responsible for monitoring. It's not just about training courses. It might be reading or webinar. #UKEdGovs

However, well-designed governor training also matters here. When governors understand their role and feel confident to contribute, meetings become participatory, purposeful, and impactful rather than simply procedural, allowing decisions to be made.
