and nobody can do anything about it, horrific!!

Getting rich requires externalizing teh real costs, and making someone else bear it instead of you. If we want a world that does't need bunkers for rich people, first we must make it impossible to be that rich.

He's saying that the dems basically do not exist in some KY Districts, because nobody can agree on a candidate. Some districts don't have more than one candidate, because nobody will support a democrat that isn't 'perfect'. They would rather have no choice than that choice.
