They require payment, lessons, passing a test & British citizenship. They are not universally available.Poor Ppl living in rancid accommodation don’t have those resources.

A driving license is a licence only issued to ppl who have passed their driving test in the UK. A passport is a document that is only issued to ppl who wish to travel abroad.

It’s the rich who are against this as they won’t be able to hide their property behind an offshore scheme. ID cards are used in this way in Germany & other EU countries. Stops rogue landlords ripping off vulnerable people, too
