The title and text here is ignoring two critical support factors:
1) Better service: "In 2021, the city startied running more buses, streamlining routes"
2) The increased parking fees, which funds transit but also discourages driving.

One is that even seemingly regular issues like hot sunny weather (normal in a desert) can make people miss important (medical) appointments. And 2 was that solar pannels are not enough for daily electricity use

The Italian city of Bologna lowered the speed limit to 30kmh (~19mph) on two thirds of city streets, and the safety benefits of slower traffic are obvious. In 2023, 21 residents were hit and killed by drivers, but last year no pedestrians died due to traffic violence. πΈ
