Trump does NOT have the authority to pull funds. That is Congress's job. Congress decides on the rules & payouts. The USDA oversees the SNAP program along with State legislature who sends funds to recipients. His job is to make sure SNAP gets disbursed by the law ONLY. Why does the law not apply?
