So I am at something of a loss as to why Google re-sent the welcome email now

It's possible to stop using US tech. But it would take time due to the extent: Almost every smartphone is dependent on a US firm for its operating system & apps (Apple, Google), similarly with cloud, office apps & email (Amazon, Google, Microsoft) & PCs (Apple, Microsoft), etc.
