I’d have a Referee Assistant, on the pitch but without a whistle, in communication with the Referee. Being used as an extra pair of eyes to pick up things the Ref misses. I’d also use retired players to fulfil the role. Ex Professionals who UNDERSTAND the game & can talk the players language.

The most blatant need for extra officials are linesmen who have to stop at the halfway line & are the expected to flag for a thrown-in when the ball goes out of play upto 50 yards away. This results in the referee having to cover more of the pitch which then results in them being out of position.

Corners would be straight forward. As soon as the ball goes out of play. For free-kicks once the foul is awarded or, in the event of an injury & a player requiring treatment, as soon as the Referee decides the game can continue. They’d quickly refine the process once they’ve tried it for a while.

Or just impose limits on how long free kicks & corners can take and use yellow cards to manage it. They did it for goal keepers holding on to the ball so it’s not difficult. Use the 4th official or a dedicated timekeeper so the referee doesn’t have the added task of doing that aswell.
