All politics is impacted by ‘donations’.
In the UK it used to be the tobacco and sugar lobbies, now it’s gambling and Russian money (especially in the Tory Party). Any donation is a quid pro quo and whilst the money in UK politics is a rounding error compared to that in the US, it’s still a bribe.

It's not so much the behaviour itself, it's the setting in which that behavior was enacted.
I understand that at baseball and NFL matches this is standard fare.
In the UK, crowds at football matches are far far more insulting to opponents and use aggressively vile language.
FIFA won't care at all.
