No, that's in the US. He's in Canada, so ground & flight training is required along with an ultralight permit, plus a minimum of 3rd-party liability insurance.

We had a decent bus system before the LRT; I'd take an express bus that would get me downtown in ~40 minutes. Now, buses feed into the LRT, which then takes you (if it's working & not under maintenance) downtown. They revamped the bus portion & now it's apparently worse.

It worked so well for Ottawa, now with 1 million people, urban sprawl over a huge area, & a dysfunctional transit system.
