The whole point of that (cut) funding was to provide stability for transit providers to make plans. They can't make long term plans and investments in infrastructure at the whims of a transient government. Carney knows this. He's not stupid. It's on purpose.

So right away, it should be put in context, that public transit will have to compete now with other projects. So that 51 billion is not a replacement. They're being told to apply for funding they already had that has been cut. And have to compete against non public transit initiatives.
