I don’t illustrate but I would guess at least a few hundred $ from the info here (estimate your hours when you come up w a project price, rate should be at least your day job’s pay + 30% for taxes & hassle).

I think you need to request more specifics - exactly how many figures, how complex the detail, are you illustrating a concept from scratch or adapting existing art? The client owning it gives them major side benefits (they can reuse/license/sell the art without involving you).
