Does the fee apply if I have a REAL ID but it was issued by a state that Trump doesn't like? Such as [pick your favorite blue state, like CA, NY, MN, CO, NJ, etc.]. It seems like these rules create room for "discretion" to be used to punish Trump's enemies.

Trump can't pardon state crimes. There is a different sovereign. Thus I don't believe a Trump pardon of the "entire chain of command" could prevent prosecution for crimes under international law. Send them to the Hague and let them sort it out.
