It would have been safer to petition the daughter for a greencard too since she is under 21 - unless she really did intent to return to Colombia.Because so many people overstay tourist visas, sadly ppl get turned away all the time. The person at the border likely expected the daughter to enter with a tourist visa and just stay, breaking immigration law. Colombia has higher levels of immigration fraud, and a visa only gives one the right to come to the border amd request entry. 2/3
