It is very hard to claim "AI sovereignty" without owning and fully governing the data centres that power it. Thinking about the unfortunate influence of Big Tech lobbyists around well-intentioned projects like #LatamGPT. I doubt it will ever migrate to nationally owned, sovereign infrastructure
