Together, we advanced key investments, distributed grants, and tackled the City’s most pressing challenges in housing, public safety, digital equity, workforce development, and more.

Our work spanned City agencies, quasi-agencies, and nonprofit organizations, touching countless lives across Baltimore.

This year, Baltimore achieved significant milestones, including the commitment of 100% of American Rescue Plan Act (ARPA) funds and the expenditure of over $540 million, representing 84% of the total funds. (Data as of November 30, 2025)

The 2021 American Rescue Plan Act (ARPA) provided $641 million to the City of Baltimore through the State and Local Fiscal Recovery Fund in response to the COVID-19 public health emergency and its negative economic impacts. The Mayor's Office of Recovery Programs was established to administer all aspects of ARPA funding and regularly reporting to the US Department of Treasury.

These dollars supported essential workers, disaster response, infrastructure improvements, and programs addressing long-term pandemic impacts.
