The only character who I can believe is in tier 1 is Liam's character. He's pretty good at developing the character as the game progresses rather than starting with the finished article.

The majority of these characters come across as "complete," with no real room to grow at the table. It's safe to assume that they will be at least level 3 to start, but a lot of these characters come across as being late tier 2 - early tier 3 in development.

While I'm excited for what campaign 4 will bring, I'm a little disappointed that it seems like they've fallen into the same trap they always fall into with their character's design.
