Obviously it's an electoral advantage to be connnected to the local area, but it's not a requirement.

It's hard to speak in absolute terms since the naturalisation path can be different depending on visa type, family, etc. However, the most "normal" route is that you attain ILR, wait a year, and then you can start your naturalisation process.
Shame there's not much left to identify that cover's location from nowadays.
