Ozzy the Dutchie (Dutch Angel Dragon)

After watching a video done by @theinodog.bsky.social explaining all about the Dutch Angel Dragons etc, it's given me a bit more inspiration to develop Ozzy more. There's little that you know about them, how they came into being etc. And even what their abilities are :)
