This may be good news! SCOTUS has held that private prison owners/operators cannot avail themselves of the "soveriegn immunity" affirmative defense. The groups (CoreCivic, GeoGroup, etc.) are notorious for abusing and violating both immigrant detainees and state/federal prisoners' rights.
