I think it deters future attacks from others. Not convinced it's wise to establish a dynamic where a country can bomb us but we don't respond proportionately

This is (basically) correct but it's only part of the picture. Also not to redo the deliverism debate but the beauty about being in government is that you can change people's material conditions and thereby make them like you. The focus of policies don't have to be purely short term popularity
