Panelists echoed this systems-level view, including Economic Development Director Donovan Lazaro with the City of Fremont, who emphasized that intentional preservation of industrial land has enabled coordinated investment across utilities, workforce, permitting, and development.

Chaired by Silicon Valley region Senator Josh Becker, the hearing reinforced a core principle long advanced by the Supply Chain Federation: industrial land and logistics capacity are foundational economic infrastructure that must be planned and protected to retain manufacturing and good jobs.

Faith underscored that this infrastructure must coexist with housing and other state priorities as part of a balanced approach to supply-chain resilience and job creation.

She highlighted that keeping these jobs in California requires preserving space for the physical infrastructure that supports them, including manufacturing plants, warehouses, and logistics facilities, especially near rail, ports, and freight corridors.

Faith Conley, SCF Chief CA Lobbyist & Political Strategist, provided testimony this week at the Senate Select Committee on Economic Development and Technological Innovation emphasizing that high-tech manufacturing cannot succeed in isolation.

CORCA (S. 1404 / H.R. 2853) strengthens federal law by closing long-standing gaps that organized theft networks have exploited.

Organized retail and cargo theft has evolved into a coordinated, interstate criminal enterprise that disrupts critical supply chains, costs the industry an estimated $15–$35 billion annually, impacts workplace safety, and fuels broader criminal activity.
